The Trump administration deployed a Department of Justice aircraft to Cuba this week to retrieve a 10-year-old Utah child caught in an international custody dispute. The child’s transgender parent faces federal kidnapping charges after allegedly taking the minor to Havana without permission from the biological mother, who retained shared custody rights.
Cross-Border Custody Violation
Rose Inessa-Ethington and her partner Blue Inessa-Ethington traveled with the child to Canada in late March under the pretense of a camping trip. After reaching Vancouver, the couple disabled their phones and flew to Mexico before arriving in Cuba on April 1. Federal investigators discovered the couple withdrew ten thousand dollars before departure. A note found at their residence referenced payment instructions to a Washington, D.C. therapist regarding gender-affirming medical care for children, though charges do not specify whether surgery was actually planned or available in Cuba, where such procedures remain illegal for minors.
Federal Investigation Unfolds
The biological mother filed a missing-person report with Logan City Police on April 3 when the child was not returned as scheduled. Logan Police Chief Jeff Simmons confirmed investigators initially focused on custodial interference allegations. One family member raised concerns about potential gender-affirming surgery, though Sergeant Brandon Bevan stated no physical evidence supported those claims. A Utah state judge ordered the child’s return on April 13. Three days later, federal authorities issued arrest warrants for both adults. Cuban law enforcement located the group that same day and deported them aboard the government plane on Monday.
Legal Proceedings Begin
Both defendants were arraigned in federal court in Richmond, Virginia, facing one count each of international parental kidnapping. They will be transferred to Utah for prosecution. The 10-year-old has been returned to the biological mother, according to First Assistant U.S. Attorney Melissa Holyoak. Federal authorities declined to disclose the whereabouts of the 3-year-old child who accompanied the group. An online fundraiser created five years ago by Blue Inessa-Ethington titled “Help a Trans Mother Keep Custody of Her Child” raised nearly ten thousand dollars, suggesting the custody dispute predates this incident by several years.
Broader Context
The use of a Justice Department aircraft in a parental kidnapping case occurs as the Trump administration has intensified efforts to restrict access to gender-affirming care for minors. Logan, a college town seventy miles north of Salt Lake City, became the focal point of this case that spans three countries. The defendants’ court-appointed attorneys in Virginia have not responded to requests for comment regarding the allegations or their clients’ defense strategy.
