Jeffries BLOCKS Senate ICE Deal—Shutdown Enters Week Two

House Democrats face an explosive internal battle over whether to end a government shutdown or leverage the crisis to force sweeping Immigration and Customs Enforcement reforms. Minority Leader Hakeem Jeffries draws a hard line against a Senate compromise backed by Chuck Schumer and former President Trump, setting up a clash that could paralyze funding for five major federal departments.

Democrats Divided on Shutdown Strategy

The Senate approved a bipartisan funding package 71-29 that would end a four-day shutdown affecting the departments of War, Education, Transportation, Housing and Urban Development, and Health and Human Services. The bill provides a two-week extension for lawmakers to negotiate ICE provisions but excludes Democrat demands formed after two fatal Minneapolis confrontations between immigration enforcement and civilians. Democrats want legislation ending ICE roaming patrols, strengthening warrant protections, banning agent masks, and requiring visible identification.

Representative Eric Swalwell of California rejected the package outright, stating House Democrats refuse to support legislation without serious ICE reforms. Representative Henry Cuellar of Texas broke from this position, confirming he would vote to end the shutdown immediately. Cuellar, one of seven Democrats who advanced similar legislation in January, expressed hope that additional reforms could be negotiated during the two-week window.

Jeffries Draws Hard Line Against Senate Deal

Minority Leader Jeffries made clear the legislation falls short of Democrat requirements. He declared Democrats established a firm position on necessary conditions for any full-year appropriations bill connected to ICE funding. Representative Rosa DeLauro, the top Democrat on House Appropriations, supported the spending deal to minimize disruption to eight cabinet departments and dozens of agencies. Representative Jarred Moskowitz of Florida highlighted the disconnect between House and Senate Democrats, noting House members had no involvement in the Senate-negotiated extension.

Second Shutdown in Three Months

The current impasse marks the second government funding lapse in just three months, raising stakes for both parties. Democrats avoided discussing publicly the strategic differences between Jeffries and Schumer on shutdown tactics. Moskowitz emphasized Americans care more about preventing citizens from being shot than procedural disputes. The limited January reforms included body cameras for ICE agents and additional civilian interaction training, but Democrats now demand far more extensive changes to immigration enforcement operations nationwide.
