Virginia voters narrowly approved a heavily Democratic redistricting map Tuesday that could hand Democrats four additional House seats in the 2026 midterms, powered by over $100 million in dark money spending that dwarfed opposition efforts.

Narrow Victory Backed by Massive Spending

The redistricting amendment passed with just 51% support, far tighter than Governor Abigail Spanberger’s 15-point gubernatorial victory months earlier. The chief pro-amendment group, Virginians for Fair Elections, raised $64 million alone, with $16 million directed to television advertising. Investigators comparing the funding sources to a Russian nesting doll found $5 million came from George Soros’ Open Society Foundations network through the Fund for Policy Reform Inc.

House Majority Forward, a spending group linked to House Minority Leader Hakeem Jeffries that doesn’t disclose donors, contributed approximately $40 million to the campaign. Opposition group Virginians for Fair Maps raised only $20 million total. The map is expected to give Democrats 10 of 11 congressional seats in a state where Vice President Kamala Harris won less than 52% in 2024.

Political Heavyweights Push Amendment

Governor Spanberger, Senators Mark Warner and Tim Kaine, and former President Barack Obama all campaigned for the referendum. They framed it as retaliation against Republican redistricting efforts in states like Texas. Obama appeared in advertisements claiming Republicans wanted to steal congressional seats. Spanberger described Virginia’s approach as temporary and responsive to other states’ actions.

Trump Calls for Opposition

President Donald Trump and House Speaker Mike Johnson participated in a tele-rally Monday urging Virginians to vote no on the referendum. Trump called the Democratic redistricting effort unfair and crazy, stating the entire country was watching. The light blue state will now see 91% of House seats drawn to favor Democrats despite the state’s closely divided political landscape, raising questions about proportional representation and the influence of outside money in state-level elections.
